U.S. Senate Sets September 30 Deadline for Crypto Market Structure Bill Amid Mixed Signals from House

A significant breakthrough may be on the horizon for the U.S. crypto industry, as Senate lawmakers commit to finalizing comprehensive market structure legislation by September 30, 2025. The announcement, led by Senate Banking Committee Chair Senator Tim Scott (R-SC), came during discussions with the White House and top digital asset policymakers, signaling renewed urgency to craft clear rules for the $2 trillion digital asset market.

🏛️ Senate Takes the Lead

Senator Scott conveyed confidence that the Senate will wrap up work on its bipartisan crypto framework before the end of the fiscal year. He was joined by Senator Cynthia Lummis (R-WY), a long-time advocate for digital asset regulation, who said the Senate’s “market structure and stablecoin bills are on track” and praised progress made over the past several months.

The Senate's target aligns with White House priorities. President Trump and his advisers have privately urged Congress to deliver tangible crypto legislation before November’s election. While the Senate's September 30 date trails the White House's preferred August deadline, it sets a firm and credible milestone for the most ambitious crypto legislation effort in U.S. history.

🏠 House Offers Cautious Optimism, But No Commitment

In contrast, the House of Representatives is moving more cautiously. While the Financial Innovation and Technology for the 21st Century Act (FIT21)—the House’s digital asset market bill—cleared the House floor in May with strong bipartisan support, the chamber has yet to formally take up the Senate’s stablecoin bill, known as the GENIUS Act (Guarding the Economy and National Interests through Uniform Stablecoins).

House Financial Services Committee Vice Chair Rep. French Hill (R-AR) stated this week that reconciling the GENIUS Act with the House's preferred stablecoin framework would require “careful and extended negotiation”, suggesting a potential delay beyond the Senate’s proposed timeline.

🔍 What the Crypto Market Structure Bill Covers

The pending Senate legislation is expected to tackle several critical areas:

  • Classification of digital assets: Clearly defining what is a commodity (under the CFTC) vs. a security (under the SEC).

  • Market infrastructure rules: Establishing regulatory obligations for centralized and decentralized platforms.

  • Consumer protections: Addressing custody rules, transparency requirements, and disclosures.

  • Stablecoin oversight: Enabling federally licensed stablecoin issuers and giving states a role in the regulatory framework.

The GENIUS Act, which already passed in the Senate Banking Committee, provides a foundation for stablecoin regulation. It sets capital requirements, redemption standards, and bans algorithmic stablecoins that lack asset backing.

🧠 Key Political Dynamics

This legislative push comes amid growing institutional demand for crypto clarity. In recent months:

  • BlackRock, Fidelity, and other asset managers have launched tokenization pilots and spot ETF products.

  • The CFTC and SEC continue to clash over regulatory turf, with the courts intervening in several landmark enforcement cases.

  • Crypto donations and lobbying have surged, making digital asset regulation a key issue in the 2024 election cycle.

Senator Scott emphasized collaboration across chambers, stating, “We’re one team—House, Senate, and White House—working to get this done right. September 30 is a real deadline, not just a talking point.”

Yet tensions remain. House Democrats have voiced concern over what they view as “light-touch” treatment of stablecoin issuers, while Senate Democrats have pushed for stronger safeguards and oversight roles for federal agencies.

📈 Market and Industry Reaction

The crypto industry has responded positively to the Senate’s timeline, but with cautious optimism. Kristin Smith, CEO of the Blockchain Association, said in a statement: “A clear deadline is encouraging, but we need follow-through from both chambers to ensure this legislation doesn't stall again.”

Digital asset prices remained stable following the announcement, with Bitcoin trading around $61,400 and Ethereum hovering at $3,350, both reflecting market neutrality amid policy uncertainty.

🗓️ What’s Next?

  • July 2025: Senate expected to complete amendments and committee markup.

  • August 2025: Potential recess—but Scott suggests extending sessions if needed.

  • September 30, 2025: Target date for full Senate passage.

  • Post-September: House will need to reconcile bills or send them to conference.

The U.S. crypto sector may finally receive the long-promised regulatory clarity it has sought since the 2022 market crashes and the collapse of major platforms like FTX. With a September 30 deadline now publicly declared, the pressure is on Congress to bridge inter-chamber divides and deliver comprehensive crypto rules that could define the industry’s future for decades.

If successful, this would represent one of the most significant U.S. financial reforms since Dodd-Frank—one tailored not for Wall Street, but for the blockchain era.
